
Allegra H. Fullerton is a senior researcher at the Center for Policy and Democracy at the University of Colorado Denver’s School of Public Affairs, where she leads multiple research initiatives. Her research examines policy processes and advocacy networks, focusing on the role of emotions and collection action, and how advocacy groups engage with and learn from each other.
Allegra’s research has been published in leading journals such as Policy Studies Journal,Review of Policy Research, and International Review of Public Policy. In 2025, her co-authored paper on policy process theories in Europe received the EPA Best Paper Award.
A recognized “Best Lecturer” at CU Denver and the School of Public Affairs, she teaches courses on policy processes, democracy, and negotiation.
She serves on the organizing committee for the Conference on Policy Process Research, a global community committed to advancing policy process theory and methods. Allegra is also the Digital Associate Editor at Policy and Politics.
She earned her MPA from Arizona State University and is expected to complete her PhD in Public Affairs at the University of Colorado Denver in Spring 2026.
